If traffic is grinding to a halt then most people would expect all 4 lanes to be a parking lot, not have 3 100% open. I mean, just the fact that TM: PE is one of the most popular mods to date should tell you something about how the player base views the stock traffic system, and the fact that console players are stuck with that system really does actually suck for them. These resource limitations are still what drive the decision making today. It fits within the parameters given by the game design, which were mostly resource limited (CPU/RAM).
